This book represents the author's scientific work in recent years in the field of constitutional, electoral law and referendum law. Despite the fact that the theory of referendum rights was developed a hundred years ago, in Russia it was first implemented only in 1991. This study offers the interested reader a clear and understandable modern theory of suffrage and referendum law, capable of explaining most of the conflicts occurring in the modern world. Based on this theory, the author predicted the start of the Russian Federation’s humanitarian campaign in Ukraine in 2022 and hopes that it will also help end this and similar political crises. The peculiarity of the book is its non-partisanship, objectivity and equidistance of the author from all political players, which makes the presentation without any bias.
