1783년(정조 7) 흉년으로 10세 이하의 걸식하거나 버려진 아이들이 의지할 곳을 찾을 때까지 구호할 방법을 규정한 법령이다. 진휼청賑恤廳에서 유기아遺棄兒와 행걸아行乞兒를 보살필 9개항의 사목事目을 윤음綸音과 함께 국한문으로 인쇄하여 전국에 배포하였다. 윤음과 ｢자휼전칙사목字恤典則事目｣이 한문으로 먼저 수록되어 있고, 이어서 언해본이 실려 있다.
