Medical certification (MC), background checks (BC), and testing workers¿ knowledge and skills required for the jobs are critical because physically or mentally unfit transport. workers pose a danger to themselves and to the public. There have been concerns raised by recent investigations of the reliability of pilot MC¿s, This report first describes the requirements for MC and BC for selected transport. workers. The following questions were addressed: What are the regulations governing pilots, vessel masters, and commercial drivers and what role do gov¿t. entities have in completing the MC¿s and BC?
